The whole Belgian team were olimpiad-newbies. For Soultanbeieff, this would also be his last appearance, probably because he did not have the Belgian nationality. Dunkelblum started an olimpiad career which was to span three more decades. Devos had, as fas as I know, his first tournament abroad.  The play took place in Leas Cliff Hall. Estonia was seeded but did not turn up. Time control was 40 moves in 120 minutes, then 60 minutes for every 16 moves. This was the first time the Belgian team played with fixed board order. All information comes from [1] except for Engelmann’s game against Norcia, which comes from [2]. Here are the round-by-round results.
