According to [1], both García Balado and Bolbochán forfeited at least some of their games. [2] mentions that the tournament was played in May. According to [3] and some other sources, this tournament was played in Buenos Aires. This is probably due to the fact that La Plata is the capital of the province Buenos Aires. [3] gives  what probably are all the games, but gives some different names, like Carl Pilnick and just Medina.
